Weed barriers, unless you've enriched the soil bed where you're installing the fabric, kill not only weeds, but eventually what you're trying to grow. The barriers discourage worms, filter decomposition from above and below the barrier, and often encourage mold and mildew under the fabric.

I've used weed barrier since the 1970s in the 'burg and at two homes here in CLT. They do kill weeds, but need to be managed.
